Accomplishments.

Promises Made, Promises Kept Sheriff Steve Boyer has spent seven plus years reorganizing, updating, modernizing, invigorating law enforcement in Kitsap County. Here are some of the many accomplishments:


Developed an agency of extraordinary professionals who are accountable and responsible to our citizens

Added 26 deputies, over 31 corrections officers and several support positions to strengthen the entire agency

Completed construction and operation of a state of the art corrections facility

Instituted a Performance Reporting System (PRS) to support accountability, resource sharing, and communications creating a problem solving approach to law enforcement county wide

Upgraded deputy equipment to maximize safety and efficiency

Provided each deputy with an average of over 100 hours of training per year

Created an attractive and satisfying work environment as evidenced by a ZERO turnover rate among active duty deputies

Respected taxpayer concerns by maintaining careful fiscal stewardship of expenses—for example, dropping Washington Association of Sheriffs and Police Chiefs Accreditation because of excessive cost without any benefit.


Hosted a Drug Task Force (WESTNET) that is consistently one of the top rated in the state of Washington

Enhanced the role of the sheriff’s office as a Regional Training Provider for the State Criminal Justice Training Commission (CJTC) providing outstanding training throughout the region

Established over a dozen new initiatives to enhance communications with our citizens and throughout the agency

Integrated the sheriffs office into over two dozen multi-agency collaborative programs

Developed a top rated SWAT team able to resolve critical incidents safely for our citizens and Naval facilities

Initiated a number of specialized programs that have successfully impacted specific crime/traffic safety problems
